Betsy Mountenay

Betsy Mountenay is an Analysis Manager on the Regulatory and Compliance Team at Bloomberg Law. In her time with Bloomberg Law, she has focused on a variety of legal issues affecting the health-care industry, including fraud and abuse issues involving the False Claims Act, anti-kickback statute, and Stark Law, HIPAA and GDPR privacy and cybersecurity requirements, and healthcare business and transactional matters. Barred in the state of Maryland, Betsy holds a J.D. from George Mason School of Law and a B.A. from Dickinson College.

Benjamin H. Wallfisch

Ben Wallfisch counsels life sciences companies and healthcare providers in connection with enforcement and regulatory matters, including conducting internal investigations and defending clients targeted by government investigations.  Ben has represented numerous medical product companies, hospitals, and health systems relating to enforcement of federal and state fraud and abuse laws, including the Anti-Kickback Statute, the Stark Law, and state and federal false claims acts.  In addition, Ben has assisted clients with voluntary disclosures of regulatory violations to appropriate government authorities.  Ben also has significant experience advising clients on structuring and assessing corporate compliance programs.

Prior to joining the firm, Ben worked in the FDA/Healthcare practice of an international law firm in Washington, D.C., and as Policy Director of the Medical Device Manufacturers Association.  Following graduation from law school, Ben served as a law clerk to the Honorable Edward C. Prado, U.S. Court of Appeals for the Fifth Circuit.

F. Lisa Murtha

F. Lisa Murtha is a Senior Managing Director at Ankura with more than 30 years of healthcare, research, billing, fraud and abuse, HIPAA privacy, and compliance experience. Lisa leads the research practice, which provides operational and compliance consulting services to life sciences organizations, research sites, CROs, and investigators across the globe. She is based in Philadelphia. 
 
Prior to joining Ankura, Lisa served as the leader of the research practice at FTI Consulting where she served clients in areas such as research billing, research misconduct investigations, conflicts of interest matters, grants and contracts assessments, and general compliance program effectiveness assessments. Prior to that, she was a partner at Dentons US LLP, where she provided legal and consulting services to research sponsors and research sites, including negotiations of clinical trial agreements, and investigations and settlements of allegations of scientific fraud.

Earlier in her career, Lisa worked as in-house counsel to two nationwide healthcare organizations, and served as the chief compliance officer for both Pennsylvania Blue Shield and the University of Pennsylvania and its health system.

Lisa was a founding board member and officer of the Health Care Compliance Association and the Society of Corporate Compliance and Ethics. She is currently a faculty member of the Loyola Law School and the Drexel (Kline) School of Law, where she teaches research and general healthcare compliance courses.

John Finley

John currently serves as the General Counsel and Chief Compliance Officer at AIS HEALTHCARE.  AIS is a national healthcare company based in Dallas, Texas.  

For almost 20 years, John has held Chief Legal, Compliance and Audit roles at academic medical centers, major hospital systems, private equity backed pharma and Fortune 100 health care companies.  John has also served in key legal and policy-making positions at the White House and the FDA.  

John has managed multiple Corporate Integrity and Deferred Prosecution Agreements and led complex programs across national and international jurisdictions.  John brings significant experience and accomplishments in corporate compliance, AI/Cybersecurity, privacy, due-diligence, private equity, health care operations, clinical research, government investigations and FCA-litigation management.
